Data Privacy Measurement In Local Government Using Metric-Based Evaluation In Surabaya City Government

In the digital era, accessing services digitally makes it convenient to obtain information in various ways. However, there are risks of data misuse that must be addressed by digital service providers. Providers are responsible for protecting personal data through policies, rights, and obligations. This research highlights privacy rights violations on the websites of the local government of Surabaya. The evaluation method follows the principles of OECD and GDPR. We map OECD and GDPR to create the evaluation metric. The evaluated websites are chosen based on three criteria. The average score is 27 for nine evaluated websites. The SuroboyoBus website received the highest score, whereas Surabaya Bergerak obtained the lowest score. Among the nine evaluated websites, the standard deviation average for assessment principles is 1.77, while for government websites, it is 1.84. Notably, the division into service-oriented and documentation-oriented government websites contributes to a discernible difference in standard deviation values, highlighting the varying requirements based on the services provided by each local government site.
