Construction of an Algorithm and an Automated System for Assessing the Quality of Regulatory Legal Acts

Ensuring the quality of regulatory documents has always been one of the main tasks solved in state-legal management systems. This article is devoted to the development of an algorithm and an automated system for assessing the quality of regulatory legal acts. The simulation of the automated system was carried out using the SADT methodology, using the functionality of the IDEF0 technology. As an approach to assessing the quality of normative legal acts, the tools of the theory of fuzzy sets, previously developed as a mathematical apparatus capable of solving poorly formalized problems of the humanities, were chosen. The work also used an expert approach when choosing specific fuzzy logic tools (membership function, calculation methods, etc.), as well as when answering questions from special questionnaires that determine the quality of regulatory legal acts. For the first time, during the examination of the quality of legislation, along with the expert assessment of quality, an automated technical examination of the quality of regulatory legal acts was included in the quality assessment algorithm.
