The Principle of ‘Distributed Management’

The report examines the principle of distributed control proposed by the author as a measure of expansion of the target model – Tinbergen tools. The purpose of the study is to determine the very principle of ‘distributed management,’ the circumstances of the emergence of the so-called ‘cumulative effect’ of economic policy. The methodological basis is the theory of management of large-scale systems and the theory of economic policy of Tinbergen. Its application allows us to show that, since the instruments of macroeconomic management over time, due to various circumstances, change the strength of their impact in the direction of the development goal, it is necessary, on the one hand, to practice a differentiated approach in management – ‘distributed management,’ on the other hand – to expand classical methods, in particular the principle of ‘goals - Tinbergen's tools. In this variant, this principle is absent in a large class of economic policy models and growth models. The first presupposes the accounting of instruments, without factor conditions. The second, on the contrary, focuses on growth factors, not including, in fact, instruments of influence. The result of the study is an extension of the Tinbergen principle due to the principle of distributed management, which allows the measurement of various options for economic development policy for an extensive-scale system.
