An Importance-Performance Analysis Concerning the Quality of Indonesia’s e-Procurement System Based on ISO/EIC 25010:2011

Evaluating a software product’s system quality is regarded critical in establishing an approach for future improvement. Many models have been developed to evaluate software quality. The ISO/EIC 25010:2011 standard was chosen since it is widely recognized as one of the most comprehensive software quality evaluation models. It outlines the features and sub-characteristics of software in order to ensure that its quality satisfies the needs of the user. This study proposes software quality models of ISO/EIC 25010:2011 combined with the Importance-Performance Analysis method to evaluate the SiRUP application, a subsystem of the e-procurement system in Indonesia. SiRUP users were surveyed on 13 sub-characteristics of system quality using web-based questionnaires. With a conformity value of 89%, the SiRUP application’s performance is considered satisfactory and in accordance with user expectations and levels of concern. However, time behavior (access speed), interoperability with budgeting systems, user error protection, and learnability must be prioritized in the system improvement roadmap.
