Challenges of DLR Systems at the Implementation and Operation Level

Dynamic Line Rating (DLR) is an effective and economical way to improve the transfer capacity of existing transmission and distribution lines. Besides its benefits during normal operational conditions, several other aspects also improve the advantages, like its applicability to predict and prevent icing during extreme weather conditions or monitor the assets' actual health by continuously gathering on-line data. While the philosophy of DLR is well-known already, during the practical implementation, Transmission and Distribution System Operators (TSOs and DSOs) have faced several challenges during several pilot projects in the last few years. This paper introduces these aspects, focusing on planning, installation, and operational difficulties. A SWOT analysis has also been prepared to summarize the advantages, weaknesses, and threats of operating such a complex expert system like DLR.
