A novel synthetic measuring method on ex-ante assessment of operational policies

There is a growing demand for smart mobility solutions to reduce negative economic, social and environmental externalities of private automobile travel across the world. With the rapid development of information and communication technologies (ICTs), various innovative transport modes are emerging to improve accessibility and mobility around the city region. The spectacular growth of shared mobility has evoked a burgeoning literature discussing how it affects the future of cities. There exist two kind effects, one is deterministic and the other is uncertain. The deterministic effects can be classified as two kinds further, positive and negative. How to evaluate these three type impact effects including positive, negative and uncertainty rise not only a theoretical issue but also practical concern. In this paper, we propose a methodological framework to address this problem by integrating qualitative and quantitative techniques from perspective of ex-ante assessment. The final calculated outcome will be between -1 to 1, which indicates synthetic effects induced by corresponding management measures or policy implementation. Three case examples underlie the validation and availability on more similar ex-ante assessment of operational policies.
