Economic and Environmental Dispatch for Power System with Net Load Fluctuation Objective Considering

With the rapid development of renewable energy such as wind power and photovoltaic power, the integration of large-scale wind power and photovoltaic power intensifies the net load fluctuation, which challenges the safe and stable operation of the power system. In this paper, a power system optimal dispatch model including wind farms, photovoltaic plants, energy storage, and thermal power units is constructed. Besides the economic and environmental objectives, the net load fluctuation objective is also taken into account to form a three-objective optimal dispatch model. The multi-objective evolution algorithm NSGA-II is used to solve the proposed three-objective optimal dispatch model. Moreover, the pre-selection strategy for the constraints of wind and photovoltaic power curtailment is applied into the process of the NSGA-II, which is implemented for overcoming the over-optimization of the net load fluctuation objective and avoiding a great quantity of wind and photovoltaic power curtailment. In addition, a decision-making method combining the analytic hierarchy process and the technique for order preference by similarity to ideal solution is proposed to extract the trade-off solution from the Pareto solution set that obtained from the three-objective optimal dispatch model. A simulation case is used to test the proposed optimal dispatch method. The results show that the proposed method can mitigate the net load fluctuation while considering the economic and environmental obiectives. which validates the effectiveness and superiority of the proposed optimal dispatch method.
