Assessment of Port Resilience: An Analytical Framework based on Transportation and Electrical Power Network Coupling

Resilience plays a crucial role in a port's ability to cope with low probability-high impact events. Ports encompass multiple operational networks, and as of now, there is a lack of modeling framework to comprehensively evaluate port resilience. In this paper, we aim to establish an evaluation framework based on the coupled transportation and electricity delivery networks involved in the port operation. We introduce two sets of optimization models to assess the performance of electricity and transportation networks under both normal and disruptive conditions. We then introduce how node failure curves and extreme event profiles can be used to quantify network degradation in each network. Based on network flow analysis, the overall resilience of the coupled transportation and electricity networks within a port can be characterized. This study verifies the effectiveness of the proposed comprehensive evaluation framework with a specific example under two extreme weather events.
