Engineering the Basic Principles and Equipment for a High-Speed Cellular Hydro-Network with a Combination of Spectral Bands and the Environment for the Propagation of Electromagnetic Waves

In the paper, a new concept for designing a universal telecommunication hydro-network containing connected underwater, surface, above-water sub-networks, built on the basis of modern achievements in the fields of fiber-optics and wireless communications in the optical and radio frequency bands, is proposed and preliminarily discussed. The use of this network allows us to significantly expand the service area, to provide unauthorized access-protected transmission of communication, remote supervision, telemonitoring, and warning signals at speeds up to tens of gigabits per second, to reduce capital and operating costs, to increase the reliability and safety of underwater and surface objects and sensors of any type, to ensure continuous monitoring of operating parameters and technical condition of stationary and mobile infrastructure facilities and their communication both among themselves and with ground, air or space control centers. Potential consumers of the network under development are large hydroelectric stations, seaports, civil and military organizations associated with distant underwater works, as well as research Institutes involved in marine and ocean investigations.
