Implementation of learning algorithm for rescue system with uncertainty

Planning the arrival of an emergency vehicle in times of increasing traffic density is influenced by many factors that can be classified as random events. Changing conditions in road traffic during the day cause uncertainty in the time required for the arrival of an emergency vehicle. Therefore, it is necessary to develop a suitable learning algorithm that would help the dispatcher to determine from which emergency service station the first aid should be provided. When calculating the arrival time, the degree of uncertainty determined by the current traffic situation on the route from the emergency service station to the place of intervention will be used. We will start from the Lamarckian design of learning with the help of rewards and after the appropriate generalization we will incorporate this approach into hyperheuristics.
