Research on the 14th Five-Year Plan Development Plan and Carbon Peak, Carbon Neutral Development Path of China's Power Industry

To achieve the goal of carbon peak and carbon neutral, the power industry is facing both great opportunities for transformation and development and daunting challenges. Through a comprehensive analysis of the power balance, the contribution rate of low-carbon power supply, considering the economy of scale development and technological progress, the study proposes to ensure the carbon peak in the power industry before 2030 and strive for 2028, and gradually transition to a stable stage with a decline. Firstly, on the basis of analyzing the development foundation and situation of the electric power industry, the main development goals of the electric power industry in seven fields are proposed. Secondly, it expounds the key tasks of electric power industry from seven aspects. Then, on the basis of ensuring the safe supply of electricity and taking low-carbon, electrification and digitalization as the basic direction, the paper focuses on the carbon peak timing, power supply and grid structure and power supply cost in the power industry. Finally, the implementation path and operational safeguard measures of carbon peaking carbon neutrality are proposed. The research results can be used as reference for decision-making by relevant government departments and enterprises and institutions in the industry.
