Consideration of Intrazonal Grid Congestions in Resource Adequacy Simulations

Due to structural changes in the European power system, the security of electricity supply is increasingly gaining importance in current research questions. To ensure that this does not compromise security of electricity supply, a Resource Adequacy (RA) assessment is required to determine whether the power system has sufficient resources to meet future demand. To assess RA, a probabilistic model is used. Here, only the resources available on the electricity market are considered concerning Transmission Adequacy. This neglects congestions in the transmission grid within bidding zones. However, structural grid congestions can increasingly be observed even within bidding zones, which can lead to increasing demand shortfalls. The objective of this paper is to develop a method for considering intrazonal congestion in RA simulations. Therefore, the deterministic simulation used in the probabilistic model is extended. Exemplary results show that considering intrazonal congestion in RA simulations can lead to an increased demand shortfall.
