Risk early warning and response of PPP projects in characteristic towns based on fuzzy group decision- making and matter-element model

The purpose of this paper is to identify the whole process risk factors and risk early warning of PPP projects in characteristic towns. First of all, based on the 21 key risk factors of PPP projects in characteristic towns identified in the early stage, this paper constructs a life-cycle risk early warning indicator system. Secondly, through the establishment of a fuzzy matter-element model to judge the risk alarm, send out early warning signals, and analyze the response measures to the early warning results. Finally, take LW characteristic town as an example to verify the feasibility and rationality of the risk early warning model, and provide some reference for PPP projects in characteristic towns to deal with risks.
