Performance Management of Middle-level Managers in Chinese Education System Based on Competency Model

Middle-level managers are in the connecting position in Chinese education system, they connect teachers and students. Improving their competency and professionalism can improve the overall working level of the educational management team in universities. Based on the competency theory, this study uses behavioral event interview method to obtain interview data and coding to extract competency characteristics of middle-level managers in universities to establish a competency model. The model includes four dimensions, namely, achievement characteristics, management characteristics, personal qualities, and personality traits, and includes a total of 10 competency characteristics. The survey on the professional development of middle-level managers in universities shows that this group has a high level of education but a low sense of achievement, and the assessment and incentive mechanisms do not work well. Based on the competency model, this study initially designed the performance evaluation index system for middle-level managers. By analyzing the relationship between competency and middle-level managers' performance and the job characteristics of them, the advantages of competency-based performance management of middle managers in universities are proposed and the performance management model is established.
