Research on the Mechanism Design of Generation Capacity Transfer Compensation in Electricity Market

With the shift of all coal power revenues to market-based competitive bidding mode, it has become necessary reform path for the grid to avoid unit withdrawal from the system and secure grid capacity adequacy during the transition period of grid power market reform. To coordinate the traditional capacity compensation responsibility imbalance and the cost diversion explicit limitations, this paper combines the national policy encouragement direction and considers the full convergence of the power market reform process. Based on the optimal cost principle of new unit capacity resources for the whole society, it achieves the cost coverage of high-cost thermal power and effective hidden diversion of capacity compensation costs by designing the generation-side capacity compensation cost transfer settlement to guarantee the necessary Based on the actual generation data in the region. Meanwhile we also verify the compensation advantages of the scheme to promote reasonable bidding of thermal power and its applicability under the current medium- and long-term trading rules.
