Levelized Cost of Energy and Cost-Benefit Analysis of 230 kV Bulk Power Transmission in Bangladesh

We examine the fiscal components of power transmission schemes in this paper, focusing on the feasibility of developing 230 kV transmission infrastructure to provide an area with high-quality, dependable energy source. Bulk power from generating stations with a combined installed capacity of over 250-300 MW is usually evacuated at 230 kV for long distance transmission in Bangladesh. With the growing number of large scale conventional and renewable power plants penetrating the grid, the Transmission System Operator now must expand the evacuation facilities, guarantee reliability, and preserve contingency. The paper determines the threshold scope, time, and cost of 230 kV power transmission in Bangladesh. Three types of substations and four different types of lines have been examined. The combinations result in twelve different technical configurations that are studied in this paper. To assure the credibility of the investment, we employ the Discounted Cash Flow (DCF) method. The model is customized to yield the threshold evacuation span. A computer aided power flow solution optimizes the model inputs for a valid return. Using this threshold, payback time is derived as a forecasting tool to choose among alternatives. Finally, in response to anticipated integration of conventional/ renewable sources to the grid, levelized cost of energy transmission is calculated for multiple climatic geolocations combining the fixed costs and variable costs into a single measurement.
