Policy Analysis and Operation Rules Suggestion of Big Cargo Drones

Using big cargo drones in branch airport logistics promotes the realization of the ultimate goal of the three-level intelligent logistics system of "trunk line, branch line and delivery area", aiming to reduce costs and improve efficiency. Based on the development of drone logistics policy, the paper analyzed the environment of policy support and conducted research on national and industrial policies and regulations, respectively. Considering the urgent need of take-off and landing of the commercial big cargo drones for branch logistics, it put forward a proposal of using general aviation airports as the branch distribution network. In view of the safe airport operation requirements under the integrated operation of manned aircrafts and drones, this paper focused on three aspects of the airport operation rules: the ability improvement of both airports and drones, the integrated rules of manned aircrafts and drones and the contingency management of drones.
