Rotation invariant features: a method, problems and possible solutions

In this paper a new method is proposed to obtain rotation invariant features (RIFs) for black and white images. Variations in RIFs of an image, if rotated with angles other than multiple of 90, are minimized by modification to the method, to get RIFs consistent for all angles.
