The mechanism connotation of step tariff and punitive tariff in high energy-consuming industries

The carbon dioxide emissions of high-energy-consuming industries are always considerable. Thus, how to promote high-energy-consuming industries to improve energy efficiency, eliminate outdated production capacity, and achieve high-quality industrial development has become an important part of China’s process of promoting the “carbon peak and carbon neutrality” strategy. difficult problem. Starting from the characteristics of electricity demand in high energy-consuming industries, this paper analyses the theoretical basis of tiered electricity prices and punitive electricity prices from an economic perspective, and clarifies the essence of tiered electricity prices and punitive electricity prices. At the same time, it summarizes the impact mechanism after the implementation of the tiered electricity price policy and the punitive electricity price policy, and understands the impact path of the policy implementation on high energy-consuming industries. This paper provides a certain reference for China to dynamically adjust the production capacity of high energy-consuming industries and promote the process of “carbon peaking and carbon neutrality” by relying on electricity price policy in the future.
