Competitiveness Assessment of Services in Seaport Concession Projects

The subject of research in the article are methods, models and mechanisms for assessing the effectiveness of providing port services within the implementation of concession projects, taking into account the use of modern information technologies. The purpose of the work is to develop a mechanism for assessing the competitiveness of port services based on the information system for managing concession projects. The following tasks are solved in the article: analysis of the role of ports in the cargo delivery system; choosing an effective form of reforming the port industry; consideration of methods of assessing the competitiveness of organizations; development of an effective mechanism for assessing the quality of port services in concession projects. The following methods are used: methods of project and program management, methods of designing information systems and technologies, theory of systems and system analysis. The following results were obtained: the concepts of the concession project and competitiveness were clarified, the methods of managing competitiveness and the development based on the method of structuring the quality function of the model of managing the competitiveness of sea ports in relation to the quality of the technology of port operations within the implementation of concession projects based on information technologies were considered.
