A New Data Structure for Digital Optimization of the Educational Profile of the State Universities in Bulgaria

This study generated a program for digital optimization of the educational profile of public higher education institutions in Bulgaria, a software program that allows the process of data sets, sorting and comparing data, and combining data according to specific criteria to add and remove visual elements. By connecting the optimization logic, an effective model of a particular object - a university - is achieved. The logic of the program is driven by graphic elements that can be accessed through the JavaFX library. Using the software program, generated in the current development, determines the optimal profile of each of the higher schools included in it according to the criteria for atypical and unprofitable majors. During development, the optimal profile of each university is combined with the option of merging some higher education institutions into mega structures. As a result, it has been proven that reducing the state subsidy for economically unprofitable and atypical majors for a given university is a better option for higher education reform than consolidation reform. At the same time, the program offers an optimization model that leads to a lower social and financial cost of reforming higher education.
