Time and Frequency Synchronization for Internet Service Provider Networks Data Rates Determination

The evaluation results obtained by the data rate determination systems are widely used by communication service users. Using these systems, the services of various operator companies are compared and ratings are formed. The results of such tests directly affect the income and reputation of telecom operators. Therefore, the right approach to organizing and conducting such tests is very important. The incorrect use of data rate determination systems to assess the quality of communication services leads to the fact that the results of the assessment have a very distant relation to the truth. The article discusses basic methods for determining the data transfer rate, provides current standards for determining the data transfer rate, describes models for conducting tests.The article also tells about, developed at the initiative of the International Academy of Communications, the Russian system for determining the data transfer rate, which is an improved analogue of the well-known SpeedTest system. Data are provided on how to make this system a full-fledged metrological mechanism for a legally significant estimate of the data transfer rate in a communication network.
