Organizational Ambidexterity and Public Policy Support as Determinants of Business Resilience Among SMEs in Medan, Indonesia: Findings From Regression and fsQCA

Business resilience is determined by their ability to respond efficiently to a variety of risks in the future. In recent years, business resilience has gained popularity among academics and business owners as a means of understanding how a business can remain viable under a variety of circumstances. In this study, we examine the determinants of business resilience among small and medium enterprises (SMEs) in Medan, Indonesia. Accordingly, we developed a research model that identifies organizational ambidexterity and public policy support as factors contributing to the resilience of SMEs. We tested the research model on 31 respondents as business owners of various types of start-up stage (growing stage) SMEs in Medan, Indonesia. In the study, organizational ambidexterity and public policy were found to be powerful determinants of business resilience. Yet, the results also indicated that internal factors (organizational ambidexterity) should be taken more seriously by business owners since these factors have a substantial impact on the resilience of businesses. Meanwhile, the fsQCA results identified two strategies for achieving high business resilience. Due to the complexity and configuration of the relationships discovered in the study, the research can assist small businesses in Indonesia in developing strong business resilience.
