Research on Optimizated the Configuration of Remote Tower Air Traffic Controllers

Due to the harsh remote environment of some branch airports, the construction of airport towers and the deployment of air traffic controllers are costly. Using remote tower technology can greatly reduce equipment investment and maintenance funds. Optimized the configuration of remote tower air traffic controllers can further reduce human resources costs and improve control efficiency while ensuring the safety of flight activities. In this paper, we use the AMPL modeling language and CPLEX solver propsoing an optimization framework to plan the staffing of the remote tower center. The allocation of the airport and remote tower module is based on three goals: module minimization, balancing the workload between modules, minimize shifts for optimization. Aiming at these three conflicting objectives, the optimal schedules for the five Chinese branch airports of Kanas, N arathi, Ruoqi, Qiemo, and Fuyun are given in the busiest situations, and the results are analyzed. Among them, the configuration with the second-best goal of reduce the number of shifts is in line with the actual scheduling requirements. At this time, the maximum number of control personnel can be reduced by 40%. Based on this, the article also proposes a calculation method to analyze the safety margin of the remaining capacity of the remote tower for special flight activities, analyzes the impact of the special flow on the solution, and evaluates the system's ability to resist unpredictable flight activities.
