Implementation of a PMU-Based EMS System at TNB

This paper presents a novel implementation of a PMU-based Energy Management System (EMS) and describes PMU-based linear state estimation (LSE) and its use cases that have been successfully developed for the TNB system. TNB LSE uses PMU input stream in IEEE Std. C37.118 and real-time snapshot provided by the conventional SCADA-based state estimator from existing TNB EMS. The LSE server provides real-time PMU output stream in IEEE Std. C37.118 and generates LSE cases for external applications. Online cascading analysis application is used as a use case of TNB LSE. The online cascading analysis application screens all potential cascading events resulting from initiating events of N-k contingency lists, and ranks cascading events based on calculated performance index. Mitigation measures are determined to alleviate violations for each cascading criterion met and are tested in real-time.
