Establishment of risk early warning index system for PPP projects in characteristic towns

Characteristic towns have been widely promoted as a powerful carrier to promote the integration of urban and rural development and implement the strategy of rural revitalization. In order to solve the financing problem of the characteristic town, the Public-Private Partnership (PPP) mode is introduced. However, based on the emerging characteristics of characteristic towns and the lack of experience in risk management combined with the PPP mode, there is an urgent need for the identification and early warning of risk factors throughout the process of PPP projects in characteristic towns. This research uses literature analysis and case analysis, as well as expert interviews, to obtain the final list of risk factors for PPP projects in characteristic towns, including 5 risk types and 30 risk factors. On this basis, the Analytic Hierarchy Process (AHP) was used to identify 21 key risk factors for PPP projects in characteristic towns, and a risk warning index system for the whole life cycle of characteristic towns PPP projects was constructed.
