Implementation of Intelligent Models of Technical Manuals in Automated Control Systems for Forces and Means of Emercom

The authors propose new approaches to the formation of electronic documentation in the automated control system by the forces and means of Emercom. The article deals with the development of the system formalized electronic documents, including interactive technical manuals. A methodology for developing a knowledge base of electronic documents using ontologies is proposed and standard requirements for the creation of intelligent electronic manuals for the technical means of the Ministry of Emergency Situations are recommended. Methods of structuring and dividing descriptions of technical means by a set of aspects are considered. Intellectual structural models are presented to ensure joint awareness (in accordance with access rights) for all types of technical means and the implementation of distributed planning in automated control systems for forces and means of Emercom. Modern electronic technical manuals include all the necessary functions to ensure data security. Intelligent Support provides a set of solutions to optimize software development for automation processes. This requires a description of the possible roles of officials, the corresponding documentation for each of them, as well as the forms of distribution of responsibility to support the operation and repair.
