Multiparameter Optimization Model for Designing Competence Achievement Indicators

The article discusses an optimization model for designing competence achievement indicators that al-lows obtaining high-quality solutions for structuring competencies in accordance with the requirements of the higher education federal state educational standard version 3 ++. This model is a new scientific design based on an indicator of a randomly selected competence basis. It specifies a semantic core and clearly demon-strates the correctness and sufficiency of the structural competence model underlying this design. The design also indirectly confirms the adequacy of the three-level optimization model. The results obtained by the author indicate the correctness and novelty of the developed model. The model generates the structure of the educational program based on professional standards and taking into account heterogeneous quality indicators of both individual competencies, including a set of indicators of their achievement, and the competence model as a whole, that is done for the first time. The author believes that further research is necessary to integrate the developed model into the organizational system for building a fund of evaluation funds, which, in turn, will allow obtaining a high-quality, relevant educational program that meets the needs of society.
