As the Post Office has what is virtually a monopoly of telegraph and telephone communications in South Africa, it must rely upon its own resources for the training of the men it needs for its engineering operations. These men fall into various categories and before considering the system adopted in training them, it will he desirable briefly to review the ranks chiefly concerned and the methods of recruitment.
