Research and Application of Related Settlement Method Considering Price Stabilization in Yunnan Power Market

Yunnan, as the first batch of power market reform pilots, combined with Yunnan's power supply and demand characteristics and market structure characteristics, constructed a relatively complete medium-and long-term power trading system, designed a power market mechanism with incentive compatibility and deep game, encouraged and guided market participants to adopt the power market transaction price mechanism of “benchmark price + floating mechanism”, and promoted the smooth operation of the power market. In this paper, based on the operation practice of Yunnan electric power medium-and long-term trading market, the method of electricity price stabilization and practical case analysis based on market-related settlement are carried out from two angles: monthly market-related settlement and daily market-related settlement. Through case analysis, it can be seen that the price difference between monthly transaction and daily transaction average price is included in the negative deviation electricity price assessment, which increases the speculative cost between daily market and monthly market, and has a certain effect of restraining price speculation. The related settlement between bilateral market and centralized market does not distinguish the settlement order of bilateral transactions and centralized transactions, and extracts the price risk control fund of bilateral transactions to guide the price of bilateral transactions to converge to the average market price, which has a certain effect on stabilizing the fluctuation of electricity price.
