Optimization of the Process of Urban Infrastructure Management with Implementation of the Concept of «Smart City»

The given article is dedicated to the research and application of «Smart City» concept to the urban governance of Taganrog. The various aspects of the research subject have been considered and examined, such as: theoretical background of «Smart city» concept; foreign experience of «Smart city» development and performance; and legal regulations and restriction on implementation of «Smart city» technologies in Russia. Moreover, forecast indicators have been analyzed to take into account the current decisions on urban governance of Taganrog while further applying the program of sustainable city development locally. The informational and technological tools for optimization of the city life have been studied by conducting the interviews among the Taganrog residents and local authorities. In conclusion, the «Smart city» model of urban governance optimization applicable both to Taganrog and rest of Russian cities has been developed based on implementation of digital communication and IP technologies.
