Abstract:
Information technology is one of the keys to support the implementation of electronic-based government (e-Government) and good governance. To optimize the management of the procurement of goods and services. Regional Secretariat of the District. Sidoarjo launched a website-based application called SIRUP. SIRUP itself began to be used by the Regional Secretariat of the District. Sidoarjo since 2019. With the realization of the SIRUP system, it is hoped that it can ease the work of the State Civil Service (ASN) in making and announcing procurement packages because there is no need for manual input, which often makes mistakes in the procurement filling format. To determine the quality of an information system, ISO 9126 can be used especially on the characteristics of functionality and usability. Measurement of functionality characteristics is carried out in 2 stages, namely entering valid data and invalid data to see the response from SIRUP. Measurement of usability characteristics is carried out by distributing questionnaires to ASN SIRUP users to determine user perceptions about the ease of using SIRUP. The results obtained on the measurement functionality produce a success percentage value of 100% for PA (Budget Users) and PPK (The Committing Officer) permissions for valid data input. Meanwhile, for invalid data input, PA access rights resulted in a success percentage value of 83.33% and PPK access rights of 62.5%. The results on usability measurement get a total value of 3068 so that it is included in the “Very Good” category. Based on the results of this research, it can be used as a reference for developing SIRUP so that it can run even better in the future.
