Dichotomizing Decomposition of Criteria for Evaluation of Complex Organizational and Technical Systems

In article the solution of multicriteria problem of assessment of complex organizational and technical systems when rules of decision making on the basis of Pareto's method result in inefficient results since for use of this rule evaluation criteria have to be equivalent is considered, and it is not always acceptable. In the offered approach it is possible to allocate technical, economic and social criterions for complex to system assessment. If two options of creation of system differing in technical and economic characteristics are equivalent at some fixed social indicators, then these options will be equivalent also at other fixed social indicators. Complex criterion for evaluation of technical systems as function of three groups of variables owing to independence of technical and economic criteria of social represents the stationary function allowing dichotomizing decomposition. Therefore, the complex criterion for evaluation of organizational and technical systems is defined before bilateral structure of technical and economic and social criteria.
