Setting and Solving Problems of Sustainable Development Management of Regional Economy Objects

A practical solution to the problem of socioeconomic and environmental development at the regional level requires the development of theory and methods of managing objects in the long period of time (over 20 years). A feature of economic objects with a long operating time is the passage of various stages of the life cycle for which control laws may vary.In this paper the problem of managing objects of the regional economy is considered from the standpoint of managing natural-industrial macrosystems defined as open, multilevel, nonlinear, deterministic-stochastic structures with delayed signal in control and communication channel. These include infrastructural socio-economic facilities such as energy, transport, information, medical, utilities and other systems. To work with them a methodology consisting of eight information blocks is proposed. One of blocks contains a formalized description of control tasks implemented at various stages of the object's life cycle. The work revealed that in the management of such systems for the long term problematic situations arise. This is impending the achievement of the sustainable development goals without evolutionary changes in the structural and functional properties of objects.In this paper the concept of purposeful states set is given, in which natural-industrial macrosystems comes out from problem situations. Particular attention is paid to the stage of nature-industrial macrosystems life cycle, at which the evolution of control objects in accordance with the Darwinian triad takes place.In the case study a project to improve urban wastewater treatment plants is presented. A flexible monitoring and control system has been developed. It can ensure the progress of urban wastewater treatment plants to the predicted sustainable development goals.
