Controller Initiation and Monitoring of a Relative Spacing Task During Parallel Runway Operations

Interval Management Paired Approach (IM PA) is a relative spacing application intended to provide a means for Closely-Spaced Parallel Runway approach and landing operations to continue in weather conditions where visual separation cannot be maintained. IM PA maximizes arrival throughput via a new separation standard that minimizes collision and wake risk within an IM PA aircraft pair. A Human-In-The-Loop simulation experiment examined the acceptability and feasibility of IM PA initiation and monitoring tasks in the terminal area. The experiment also evaluated controller information requirements and a series of enabling ground tools. Twelve certified Air Traffic Controllers served as participants in both Final Approach and Final Monitor positions. The controllers managed traffic in multiple scenarios that involved initiating and monitoring IM PA operations with varying supporting IM PA (display) tool and monitor configurations. Some scenarios also introduced off-nominal longitudinal and lateral deviations. Results suggest given the appropriate tools and training, the IM PA longitudinal and lateral separation monitoring task should be acceptable, and controllers can initiate the operation. The current IM PA concept appears feasible overall, and recommendations are made regarding controller information needs, the design of supporting ground tools, and implementation considerations. The results are intended to provide concept validation for avionics and ground requirements development activities and the IM operational concept.
