Extending the Evaluation on Philippine E-Government Services on its Accessibility for Disabled Person

Information and Communication Technologies (ICT) plays a big role in the transformation of political landscape through citizen engagement in the government services. To support one of the government's objectives, the involvement of citizens in government-related endeavor and services should be observed. For this to happen, the accessibility of e-Government services is vital for all citizens, more especially for Person with Disability (PWD). Whether citizens find value in utilizing these technologies is contentious. Further research is needed to determine the factors affecting the citizen's real opportunities to achieve value through e-participation in order to establish policies that can address these issues. Though various studies have explored the accessibility of e-government services to disabled person in the globe, this study is new in the Philippines. Therefore, adopting the Web Content Accessibility Guidelines (WCAG 2.0) to assess the web services offered by the Government agencies in the Philippines is the primary objective of this study. Based on the survey conducted, 77% of the 12 e-Government websites were identified as not accessible while 18% were identified accessible as perceived by the 15 disabled person from different regions. The results of the study indicate that most of the e-Government websites are not compliant in conformance to WCAG 2.0 guideline due to errors detected. However, to remove barriers that restrict business and social interactions between PWDs, researchers define prescriptions for e-Government websites' accessibility in conformance to the WCAG 2.0.
