The National Quality Assurance System in Romania

Like many other countries around the world, Romania faces a number of challenges that impose a flexible workforce able to meet the labor market demand and eager to participate in lifelong learning programs to keep pace with modern economic and technological changes. In this regard, according to the strategy of the Ministry of National Education, quality management in pre-university education is a desideratum that ensures the quality of education and refers to the following areas and criteria: the institutional capacity resulting from the internal organization and the available infrastructure, defined by the institutional, administrative and managerial structures, material basis and especially through human resources; educational effectiveness consisting of mobilizing resources in order to achieve the expected learning outcomes, materialized in the content and flexibility of study programs, learning outcomes, methodical or research work and the financial activity of the organization; quality management that results in the establishment of strategies and procedures for quality assurance, the initiation, monitoring and periodic review of study programs, the implementation of objective and transparent procedures for assessing the learning outcomes and the quality of the teaching staff, the accessibility of adequate learning resources, information of public interest, the formation of a positive image in the external environment and, last but not least, the functioning of the structures for assuring, implementing and evaluating the quality of education, according to the legislation in force.
