Mathematical Model of Meteorological Software for Systematic Flood Control in the Carpathian Region

The mathematical model for meteorological software for systematic flood control in the Carpathian region is presented. The implementation of this mathematical model will effectively control and predict the process of formation and passage of floods based on three levels of decision making over time: real-time operational management; short-term forecasts of meteorological factors: very short-term (up to 3 hours), short-term (up to 3 days) and medium-term (up to 10 days) during the year; planned management. The scientific approaches to the creation of the systematic management of flood passing are considered. It was combined three traditional decision-making levels in time (project, planned exploitation and operational management) in an interconnected system of flood management with appropriate steps of their implementation by creating a unified subsystem of information support, primarily of meteorological support. The basic principles of creation and implementation of a self-developing system of database formation of appropriate meteorological support is presented. In general, terms defined the perspective efficiency of an improved system of floods passing.
