E-Government Architectural Planning Using Federal Enterprise Architecture Framework in Purwakarta Districts Government

The implementation of electronic-based government management or e-government has a positive impact on governance. E-government can reduce costs and time of public service, improve service quality to be more effective and efficient, and increase transparency and accountability administration. Purwakarta is one of the districts in Indonesia has implemented e-government. However, the implementation of e-government in Purwakarta district still at the catalog stage, which is limited to providing government information through the website government. Therefore, it is necessary to develop e-government in order to improve service quality, transparency, and accountability in governance. This study aims to plan the architecture of e- government in Purwakarta Districts. The framework used is Federal Enterprise Architecture (FEA) using Collaborative Planning Methodology (CPM) as the methodology. CPM implementation is only in the Organize and Plan phase which consists of three stages, namely Identify and Validate, Research and Leverage, and Define and Plan. Planning architecture is carried out on six domains, namely strategy, business, data, application, infrastructure, and security, which are then integrated into an e-government framework. Implementation the FEA framework in this study was not carried out intact but adapted to the condition of the Purwakarta Districts Government. The results of this research are framework of e-government architecture and plan of the implementation in the form of a roadmap that can develop the application of e-government in Purwakarta Districts to the horizontal stage integration.
