WOTEC Technology as the Potential Renewable Energy: Literature Study in East Nusa Tenggara

This paper aims to study the potential new ocean- based renewable energy sources called WOTEC as the combination of offshore wind and ocean thermal energy to generate electricity in East Nusa Tenggara (NTT). This paper mostly applies qualitative research method by collecting the secondary data and reviewing the experts of renewable energy. This paper uses the Transition Management Approach on Multi-Level System by Jan Rotman to examine the applicability WOTEC projects in NTT. This paper identifies that the potential of OTEC and offshore wind remain untapped and cannot be proceed to supply more electricity in NTT that has the lowest electrification ratio. It is estimated that WOTEC will be the largest source of renewable power generation as it will potentially generate electricity which much bigger ($\mathrm{n}=844,134,728$ kWh) than the one resulting from the aggregation of the entire power plant in NTT.
