Public Service Delivery of Floating Population from the Perspective of Governance: A Case of Hangzhou

With the development of urbanization in China, the frequent movement of the population makes the social structure more pluralistic, heterogeneous and complex, and the traditional conceptions and manners of service delivery and management are difficult to adapt to the new situation. In recent years, the communities are playing a large role in shaping decisions and outcomes of public service. This paper proposes a conceptual framework for understanding the role of the community in co-production of public service and the way such services are produced and presents a case study that illustrate how collaborative governance and digital governance have played out in practice.
