Qualitative Assessment of e-Government Implementation using PeGI Framework: Case Study Ministry of Marine Affairs and Fisheries the Republic of Indonesia

Government is a front line of the government's plan to support and provide information and improvement for public services, businesses, government workers, other government units, and third sector organizations. Ministry of Marine Affairs and Fisheries (MMAF) used a framework that can be used to measure the success rate, analyze, and produce sufficient evidence as supporting data management of information technology. In this study, the framework used for assessment is the e-Government Indonesia Ranking (PeGI). This study aims to determine the achievement level of the implementation of e-Government in the Ministry of Marine Affairs and Fisheries in 2016. The results showed that the Ministry of Marine Affairs and Fisheries obtained a score of 3.53 (categories "Good"). Some recommendations for the Ministry of Marine Affairs and Fisheries are: (1) Explicitly mention the vision and mission of ICT in line with the MMAF vision and mission, (2) Complete SOP regarding ICT holistically, not limited to applications and infrastructure, (3) Collecting overall ICT HR, not limited to Certain Functional Position Computer Administration only, (4) Make SOP/rules of incidents prevention procedure, (5) Conduct an inventory of ICT equipment as a whole, not limited to the hardware only, (6) Archiving application documentation, for ease of searching when needed, and (7) Approving the IT master plan.
