Safety and Reliability in the Management of Civilian Transport Services for the Army : Part 2: Evaluation of current solutions - practical approach

The main objective of the research was to evaluate current solutions in the subject of the article and to propose rationalizing and improving solutions in this area. Practical research was carried out through observation and through expert interviews with specialists managing the studied processes. As a result of the participant observation, the considered processes were analyzed in the context of their reliability and safety, after which the possibilities of their development with the help of the SWOT analysis were sought. Based on the research, it has been found that the outsourcing of transport services to military entities is carried out universally and is an effective strategy for supporting troops. Next, recommendations were proposed to improve the processes studied. The most important are: military entities should use the ESPD, in order to simplify and unify the process of acquiring the contractor; Offer inquiries for civil companies should be clearly and precisely structured without unnecessary information; the flow of information between the army and a civil company should take place electronically; military entities should take into account the fact that they are a secondary client for companies providing transport services; military entities should strive to conclude long-term contracts with civil companies.
