Extending the Takagi-Sugeno hierarchical expert system for the system for evaluating competencies

This paper describes an improved hierarchical Takagi-Sugeno expert system which is based on the proposed expert system published earlier. This approach is intended to be effectively applied in a system that evaluates professional competencies of people (job applicants, employees). The previous proposed system works with any number of competencies which were represented by their percentage evaluation and their importance from the predetermined scale. The result of this expert system was the overall competencies evaluation of the given person (towards the job position) and the whole hierarchical evaluation was visually shown to the user. The extended version of this expert system has another input. It is a binary attribute that determines whether the competency is mandatory. If the person does not meet the compulsory competency (0% rating), the rating of the pair (where the pair occurs) is automatically rated 0%. Another mechanism used here is the transmission of this zero result in the next part of the hierarchy. Thus, if the job applicant or employee has unfulfilled one compulsory competency, the total result is 0% in the final evaluation of the applicant. However, HR managers have a visualisation of the whole evaluation process, so they know which competency or competencies caused this result.
