A Human Resource Framework for Enterprise Architectures

Enterprise architectures capture the organizational data required to support strategic decisions necessary to achieve organizational goals. Enterprise strategies are developed to address shifting capability requirements and are translated into roadmaps to transition the organization from its current state to the desired future state. A human resource framework can augment the enterprise architecture framework with personnel information and considerations that are necessary to support the new capabilities. This framework provides an enterprise-wide viewpoint on manpower requirements and personnel qualifications and is used to develop supporting projects to transition the organizations human resources to meet the demands of different enterprise phases. The changes in personnel requirements induced by new enterprise capabilities can impact strategic decisions that aim to balance risk, cost, and schedule: risk is minimized by the availability of certified personnel at the needed time at an acceptable salary or training cost. As part of the enterprise transition plan, mitigation projects can be created to ensure that the type and number of personnel required for each enterprise state is available.
