The Concept of Device Meta-Model for Real-Time Communication in the Transboundary Environment Monitoring System

This paper is devoted to the issues of environmental monitoring of transboundary territories. The authors considered the case of any technological accident that took place on the territory that is not under the control of particular state authorities (for example, in the neighbouring country). In such circumstances, the chargeable rescue services have to react on the outcomes of the emergency in the conditions of lack, incompleteness and inaccuracy of information collected from the transboundary territories. To gather the environmental data different state services use various measurement devices and tools. This data has to be transferred in a fastest manner to the single crisis center that is usually expanded to coordinate different rescue services and organize a decision-making process in case of emergency. In order to make the management decisions more efficient the authors suggest a new approach of fast emergency infrastructure deployment. The described approach is based on service-oriented architecture of the information system that supports a real-time communication of devices that collect environmental information. The suggested device meta-model identifies common elements across all devices involved in emergency recovery and allows to connect any new devices to the existing infrastructure. Thus, the collected information can be transferred quickly and uninterruptedly to the decision support system in order to coordinate activities and provide communication between geographically separated locations.
