Institutional Arrangement in the Implementation of Government's ESB: The Case of Indonesia

Government organizations need integrated information to provide excellent service to their stakeholders. This study, using an interpretive policy analysis approach, aims to describe the interplay between various aspects in relevance to the institutional arrangement in the implementation of information technology in government. This study reveals the role of government service bus (GSB) software in integrating government information. Specifically, it describes the implementation practices of GSB as part of the overall service delivery system within government organizations. Based on such analysis, this paper suggests the need for institutional arrangements in the implementation of GSB in the form of formal provision to ensure a firmed and transparent distribution of roles and responsibilities among involved parties in the integration of government information.
