Wind Power Peak Regulation Pricing Model Under Wind and Fire Alternative Trading Mechanism –– A Case Study of Wind Power Integration, Gansu Province (Apr 2018)

The wind power in the Gansu Province's power grid has gradually realized largescale grid connection with the global energy internet conditions, which has increased the difficulty of the peaking of the power grid system and caused the demand of the grid for peaking auxiliary services to increase. Therefore, in order to promote largr-scale wind power grid-connected power gengeation, as the main provider of grid peaking auxiliary services, it is necessary to provide certain compensation for the thermal power plants that provide peaking services, thereby incentivizing the enthusiasm of the thermal power plant's peaking, ensuring its recovery costs and obtaining Reasonable profit. The core issue of the ancillary services transaction mechanism is how to obtion and price these ancillary services. Based on the above conditions, based on relevant data information provided by the Gansu Provincial Grid Corporation, including the maximum output of wind power (P_i,max), the status of thermal power plant assembly machines and related power generation, etc., a cost-benefit analysis based service acquisition related pricing strategy was selected; for thermal power plants and wind farms Peaking transaction issues, analysis of the cost-effectiveness of peak shaving; at the same time, in order to ensure the enthusiasm of providing peaking services in the wind power grid integration environment, it is necessary to provide certain compensation for thermal power plants that provide peaking services to ensure that they can recover costs and even obtion Reasonable profit. Since the difference in electricity prices is not significant in the provinces of Gansu Province, the difference between Gansu wind power profits and thermal power is noly analyzed in terms of cost differences, and no comparison of other data is involved. This paper combines the current situation of auxiliary services and wind power participation in peak load adjustment in Gansu Province. According to the principle of “compensation cost and reasonable return”, the wind power peaking pricing model is targeted P = (ρ_E - C_i) (1 - P_i,FOR). Finally, the specific example of Gansu Province not only shows the difference in earnings before and after the peak-to-peak adjustment of wind power, but also indicates that the large-scale auxiliary adjustment of wind power can ensure that thermal power generators can participate in deep-peaking with reasonable returns.
