Concept of Cost Efficient Smart CCTV Network for Cities in Developing Country

Many cities around the world are implementing a surveillance system in their streets. Commonly the system is a network of Closed-Circuit Television (CCTV) spread across the city. The number of mounted CCTV are varied, 150 cameras by “Bandung Command Center” to hundreds of thousands of cameras by the renowned “City of London Police”. This large gap of total cameras is very reasonable considering the difference in the amount of budget allocated by each city, where Bandung is a city in developing country while London is the capital of a developed country. Furthermore, the CCTV network is not a cheap technology. In 2014, Bandung's mayor allocates IDR 3.2 billion (about USD 222 thousand) just to put 80 cameras on streets. The cost structure alone can be a big wall hindering a city to be a smart city in the surveillance aspect. In this paper, we propose a cost-efficient smart CCTV concept that designed with cheaper materials, implemented the concept of Wireless Sensor Network (WSN) and also enhanced with artificial intelligence (AI). By implementing the proposed concept, a same amount of budget as Bandung mayor in 2014 can be used to implement 300 cameras, an increase of 375 % compared to the original.
