Detrimental scenario construction based on network link characteristics

This paper deals with smart robust emergency service system designing. When the service centers are being deployed, the question of system robustness arises. The robustness means resistance of the system to various detrimental events following weather or traffic, which can randomly occur in the associated transportation network. Consequences of the detrimental events are formalized by establishing a set of detrimental scenarios. When the emergency service system design problem is solved by means of mathematical programming, then the average service availability time plays substantial role in the system quality evaluation. To make the system resistant to various detrimental events, the service centers are deployed so that the maximal value of objective functions corresponding with the specified scenarios is minimized. An individual scenario is characterized by particular time distances between the locations of system users and possible service center locations. The scenarios include various combinations of arcs failures, which can affect the service availability to a greater extent than the simple sum of individual arc impacts. In this contribution, we suggest several ways of generating an effective set of scenarios to be able to test system robustness regarding possible distributions of disruptive events on relevant transportation network arcs.
